The U.S. military broadened its offensive in western Iraq on Monday, launching a major attack on insurgent positions in the town of Ubaydi near the Syrian border and killing about 50 insurgents in precision airstrikes and house-to-house street fighting, according to news reports and the U.S. military.

U.S. and Iraqi troops reportedly faced stiff resistance from machine-gun and small-arms fire and rocket-propelled grenades. — John Ward Anderson, Washington Post

Lorie Byrd of the rightie blog PoliPundit writes,

Chris Matthews spent the last few minutes of the program talking about how important it is to find out whether or not the President and Vice President lied about pre-war intelligence and how important it is that the Senate investigate this. He said that the administration promised us that there would be WMD found, that Saddam had a nuclear weapons program, that we would be greeted as liberators, that the war would cost nothing because it would be paid for entirely by Iraqi war revenue and that if we invaded Iraq we would have cheap gas. Then he went on to declare that nothing we were promised was true.

I am sorry but I missed those “promises.”

This is the sort of thing I love to plunge into, but I’ve got a lot of chores scheduled for today and I’m already into the planning phase of another post. But if some of you readers want to help, pick one or more of the promises and find a link that documents where Bush and/or Cheney made the promise. Thanks much!

Update update: PoliPundit Readers: I know you are all eager to explain to me that Bill Clinton believed Saddam Hussein had WMDs in 1998. Please note that (1) only a flaming idiot starts a war in 2003 based on what somebody thought in 1998; and (2) in February 2003, a month before the invasion, UN weapons inspectors in Iraq were publicly stating that US intelligence on Iraq WMDs was “garbage.”

Serious Matters

IF it weren’t tragic it would be a New Yorker cartoon. The president of the United States, in the final stop of his forlorn Latin America tour last week, told the world, “We do not torture.” Even as he spoke, the administration’s flagrant embrace of torture was as hard to escape as publicity for Anderson Cooper.

The vice president, not satisfied that the C.I.A. had already been implicated in four detainee deaths, was busy lobbying Congress to give the agency a green light to commit torture in the future. Dana Priest of The Washington Post, having first uncovered secret C.I.A. prisons two years ago, was uncovering new “black sites” in Eastern Europe, where ghost detainees are subjected to unknown interrogation methods redolent of the region’s Stalinist past. Before heading south, Mr. Bush had been doing his own bit for torture by threatening to cast the first veto of his presidency if Congress didn’t scrap a spending bill amendment, written by John McCain and passed 90 to 9 by the Senate, banning the “cruel, inhuman or degrading” treatment of prisoners.

So when you watch the president stand there with a straight face and say, “We do not torture” – a full year and a half after the first photos from Abu Ghraib – you have to wonder how we arrived at this ludicrous moment. The answer is not complicated. When people in power get away with telling bigger and bigger lies, they naturally think they can keep getting away with it. It’s a shame the way that Frank Rich minces words. He should just come out and say what he thinks.

He goes on to say that the American people are not buying GOP talking points that the Libby-Rove-Plame investigation is all just politics; polls show that “roughly 8 in 10 Americans regard the leak case as a serious matter.” Further, “57 percent of Americans believe that Mr. Bush deliberately misled the country into war.”

Frank Rich continues,

The Bush loyalists’ push to discredit the Libby indictment failed because Americans don’t see it as a stand-alone scandal but as the petri dish for a wider culture of lying that becomes more visible every day. The last-ditch argument rolled out by Mr. Bush on Veterans Day in his latest stay-the-course speech – that Democrats, too, endorsed dead-wrong W.M.D. intelligence – is more of the same. Sure, many Democrats (and others) did believe that Saddam had an arsenal before the war, but only the White House hyped selective evidence for nuclear weapons, the most ominous of all of Iraq’s supposed W.M.D.’s, to whip up public fears of an imminent doomsday.

And then there was, IMO, the Mother of All Lies —

There was also an entire other set of lies in the administration’s prewar propaganda blitzkrieg that had nothing to do with W.M.D.’s, African uranium or the Wilsons. To get the country to redirect its finite resources to wage war against Saddam Hussein rather than keep its focus on the war against radical Islamic terrorists, the White House had to cook up not only the fiction that Iraq was about to attack us, but also the fiction that Iraq had already attacked us, on 9/11. Thanks to the Michigan Democrat Carl Levin, who last weekend released a previously classified intelligence document, we now have conclusive evidence that the administration’s disinformation campaign implying a link connecting Saddam to Al Qaeda and 9/11 was even more duplicitous and manipulative than its relentless flogging of nuclear Armageddon.

But…but…but…the White House says they never claimed Saddam Hussein had anything to do with 9/11! Or did they?

This report by David Shuster was on MSNBC yesterday:

…the White House started claiming that Iraq and the group responsible for 9/11 were one in the same.

“The war on terror, you can’t distinguish between al Qaeda and Saddam when you talk about the war on terror,” said Bush on September 25, 2002.

“We’ve learned that Iraq has trained al Qaeda members in bomb-making and poisons and deadly gases,” said Bush a few days later on October 7. “He’s a threat because he is dealing with Al-Qaeda.”

In pushing the Saddam-Iraq-9/11 connection, both the president and the vice president made two crucial claims. First, they alleged there had been a 1994 meeting in the Sudan between Osama bin Laden and an Iraqi intelligence official.

After the Iraq war began, however, the 9/11 Commission was formed and reported that while Osama bin Laden may have requested Iraqi help, “Iraq apparently never responded.”

The other crucial pre-war White House claim was that 9/11 hijacker Mohammed Atta met with a senior Iraqi intelligence official in the Czech republic in April 2001.

Cheney stated, “It’s been pretty well confirmed that he did go to Prague and he did meet with a Senior official of the Iraqi intelligence service.”

Confirmed or unconfirmed by Vice President Cheney the 9/11 Commission said, “We do not believe such a meeting occurred.” Why? Because cell phone records from the time show Atta in the United States.

None the less, the White House strategy worked. In March of 2003, one poll found 45 percent of Americans believed Saddam Hussein was personally involved in 9/11.

On the eve of the Iraq war, the White House sent a letter to Congress telling lawmakers that force was authorized against those who, “aided the 9/11 attacks.”

Yet the Bush administration continues to say it never claimed Iraq was linked to 9/11.

“I think I made it very clear that we have never made that claim,” White House Press Secretary McClellan repeated on Sept. 17, 2003.

The brutal irony is that while implications, innuendo, or false claims if you will about a 9/11 connection helped take us into Iraq. The Iraqi war itself has created a real al-Qaeda/Iraq link that may keep us from getting out.

Do you remember the pre-flightsuit, “military” (cough) phase of the Iraq war? Do you remember that a flag that had flown at the Pentagon on September 11 somehow ended up in the hands of a U.S. Marine, who by coincidence was one of the Marines who pulled down the statue of Saddam Hussein in Baghdad? The Marines couldn’t actually raise the flag–wouldn’t have looked right, you know–but they could, with much publicity, cover Saddam Hussein’s bronze head with the flag before they pulled the statue down. If Karl Rove wasn’t behind that …

Let’s go back to Frank Rich.

… in October 2002, as the White House was officially rolling out its new war and Congress was on the eve of authorizing it – Mr. Bush gave a major address in Cincinnati intermingling the usual mushroom clouds with information from that discredited, “intentionally misleading” Qaeda informant. “We’ve learned that Iraq has trained Al Qaeda members in bomb-making and poisons and deadly gases,” he said. It was the most important, if hardly the only, example of repeated semantic sleights of hand that the administration used to conflate 9/11 with Iraq. Dick Cheney was fond of brandishing a nonexistent April 2001 “meeting” between Mohamed Atta and an Iraqi intelligence officer in Prague long after Czech and American intelligence analysts had dismissed it.

The power of these lies was considerable. In a CBS News/New York Times poll released on Sept. 25, 2001, 60 percent of Americans thought Osama bin Laden had been the culprit in the attacks of two weeks earlier, either alone or in league with unnamed “others” or with the Taliban; only 6 percent thought bin Laden had collaborated with Saddam; and only 2 percent thought Saddam had been the sole instigator. By the time we invaded Iraq in 2003, however, CBS News found that 53 percent believed Saddam had been “personally involved” in 9/11; other polls showed that a similar percentage of Americans had even convinced themselves that the hijackers were Iraqis.

The full story of how the Bushies managed to sell this whopper to so many Americans has yet to be told. Of course, that’s not the only story we don’t know in full. Rich writes,

There is still much more to learn about our government’s duplicity in the run-up to the war, just as there is much more to learn about what has gone on since, whether with torture or billions of Iraq reconstruction dollars. That is why the White House and its allies, having failed to discredit the Fitzgerald investigation, are now so desperate to slow or block every other inquiry.

The White House has launched a counter-offensive against its critics. Bushies are wounded and cornered, so they are going to be vicious. Our job is to keep the pressure on, to answer the lies, and to call loudly for investigations. The next few months could be pivotal.

People of Faith

Righties are nearly giddy with joy at yesterday’s combative Veterans Day address by George W. Bush. Dear Leader is finally fighting back, and now the sun will shine and birds will chirp and all the awful bad poll numbers will go away.

At the rightie blog PoliPundit, Lorie Byrd wrote,

I agree with Michelle [Malkin] that the outrageous allegations of “lying” and “misleading” into war should have been addressed sooner. At one time I thought maybe it was better that Bush not personally respond, but that others do it for him. And many did a good job. As time passed though, and those allegations got repeated enough, with the media never questioning their validity, but merely parroting them over and over again, they gained an air of credibility about them. That is all that the public has heard in the mainstream media for two years now. Many have accepted those allegations as truth. I am very impatient. I could not have waited as long as Bush has to come out swinging. Maybe, though, if the President and his people come out forcefully enough now, armed with unassailable facts, they might be able to make a stronger argument than they would have if they were playing defense. I have been begging for this for a while now and would have liked to have seen it sooner, but it will be interesting to see if the President’s timing and method of action are effective.

Michelle also described Norman Podhoretz’s essay which was linked here as “the clear catalyst for Bush’s speech.”

“Outrageous” allegations? One wonders if righties understand what truth is.

Let’s say you ask me, “Have you seen Jane lately? How is she?” and I respond truthfully that I saw her last week and she was fine, you would naturally assume that Jane is fine. But if I knew for a fact that last night Jane was run over by a train and is being refrigerated at the county morgue, and didn’t bother to pass along that little detail, then my response would not have been honest.

But this is essentially the rightie approach to “truth.” For example, in the essay linked above Podhoretz writes,

And even Hans Blix–who headed the UN team of inspectors trying to determine whether Saddam had complied with the demands of the Security Council that he get rid of the weapons of mass destruction he was known to have had in the past–lent further credibility to the case in a report he issued only a few months before the invasion:

    The discovery of a number of 122-mm chemical rocket warheads in a bunker at a storage depot 170 km southwest of Baghdad was much publicized. This was a relatively new bunker, and therefore the rockets must have been moved there in the past few years, at a time when Iraq should not have had such munitions. . . . They could also be the tip of a submerged iceberg. The discovery of a few rockets does not resolve but rather points to the issue of several thousands of chemical rockets that are unaccounted for.

Blix now claims that he was only being “cautious” here, but if, as he now also adds, the Bush administration “misled itself” in interpreting the evidence before it, he at the very least lent it a helping hand.

Blix may very well have said all those things. But Podhoretz leaves out the inconvenient little detail that at the eve of the invasion Blix was begging the White House to at least postpone the invasion and give the inspectors more time, because they were not finding WMDs and doubted, at the very least, they were there.

Podhoretz’s whole essay is like that; it’s all spin and talking points. It is literally factual and deeply dishonest at the same time.

Dana Milbank and Walter Pincus write in today’s Washington Post
:

President Bush and his national security adviser have answered critics of the Iraq war in recent days with a two-pronged argument: that Congress saw the same intelligence the administration did before the war, and that independent commissions have determined that the administration did not misrepresent the intelligence.

Neither assertion is wholly accurate.

The administration’s overarching point is true: Intelligence agencies overwhelmingly believed that Saddam Hussein had weapons of mass destruction, and very few members of Congress from either party were skeptical about this belief before the war began in 2003. Indeed, top lawmakers in both parties were emphatic and certain in their public statements.

But Bush and his aides had access to much more voluminous intelligence information than did lawmakers, who were dependent on the administration to provide the material. And the commissions cited by officials, though concluding that the administration did not pressure intelligence analysts to change their conclusions, were not authorized to determine whether the administration exaggerated or distorted those conclusions.

National security adviser Stephen J. Hadley, briefing reporters Thursday, countered “the notion that somehow this administration manipulated the intelligence.” He said that “those people who have looked at that issue, some committees on the Hill in Congress, and also the Silberman-Robb Commission, have concluded it did not happen.”

But the only committee investigating the matter in Congress, the Senate Select Committee on Intelligence, has not yet done its inquiry into whether officials mischaracterized intelligence by omitting caveats and dissenting opinions. And Judge Laurence H. Silberman, chairman of Bush’s commission on weapons of mass destruction, said in releasing his report on March 31, 2005: “Our executive order did not direct us to deal with the use of intelligence by policymakers, and all of us were agreed that that was not part of our inquiry.”

President Bush’s speech yesterday was one miscarriage of truth after another.

Bush, in Pennsylvania yesterday, was more precise, but he still implied that it had been proved that the administration did not manipulate intelligence, saying that those who suggest the administration “manipulated the intelligence” are “fully aware that a bipartisan Senate investigation found no evidence of political pressure to change the intelligence community’s judgments.”

In the same speech, Bush asserted that “more than 100 Democrats in the House and the Senate, who had access to the same intelligence, voted to support removing Saddam Hussein from power.” Giving a preview of Bush’s speech, Hadley had said that “we all looked at the same intelligence.”

But Bush does not share his most sensitive intelligence, such as the President’s Daily Brief, with lawmakers. Also, the National Intelligence Estimate summarizing the intelligence community’s views about the threat from Iraq was given to Congress just days before the vote to authorize the use of force in that country.

In addition, there were doubts within the intelligence community not included in the NIE. And even the doubts expressed in the NIE could not be used publicly by members of Congress because the classified information had not been cleared for release. For example, the NIE view that Hussein would not use weapons of mass destruction against the United States or turn them over to terrorists unless backed into a corner was cleared for public use only a day before the Senate vote.

As Chuck at Just a Bump in the Beltway said,

Anyone see a pattern here? Much like the Patriot Act and other controversial activities, the White House and its allies repeatedly waited util the last second to present confusing and sometimes incomplete information to Congress and rammed through a vote on it right away.

Milbank and Pincus continue,

Bush, in his speech Friday, said that “it is deeply irresponsible to rewrite the history of how that war began.” But in trying to set the record straight, he asserted: “When I made the decision to remove Saddam Hussein from power, Congress approved it with strong bipartisan support.”

The October 2002 joint resolution authorized the use of force in Iraq, but it did not directly mention the removal of Hussein from power.

The resolution voiced support for diplomatic efforts to enforce “all relevant Security Council resolutions,” and for using the armed forces to enforce the resolutions and defend “against the continuing threat posed by Iraq.”

In other words, in “trying to set the record straight,” Bush lied about the record.

Hadley, in his remarks, went further. “Congress, in 1998, authorized, in fact, the use of force based on that intelligence,” he said. “And, as you know, the Clinton administration took some action.”

But the 1998 legislation gave the president authority “to support efforts to remove the regime of Saddam Hussein” by providing assistance to Iraqi opposition groups, including arms, humanitarian aid and broadcasting facilities.

President Bill Clinton ordered four days of bombing of Iraqi weapons facilities in 1998, under the 1991 resolution authorizing military force in response to Iraq’s invasion of Kuwait. Describing that event in an interview with CBS News yesterday, Secretary of State Condoleezza Rice said: “We went to war in 1998 because of concerns about his weapons of mass destruction.”

I believe Condi has equated Clinton’s bombing with “going to war” before. Never mind that the “Clinton did it too” defense sounds a tad juvenile — I wasn’t the only one who threw eggs at Mr. Johnson’s car! Billy did it, too! — it is ludicrous on its face to equate Clinton’s bombing with “going to war.”

But to righties, that does’t matter. The hard-core rightie faithful, which includes most rightie bloggers, will grasp at any verbiage that comes out of a White House officials’ mouth as “unassailable facts” that repudiate the lies of the trickster left. That’s because any challenge to the fantasy world they live in scares the piss out of them. It is absolutely futile to try to reason with most of them, because they’ll turn purple and start screaming before you can finish a sentence. But it is vital for all of us to keep setting the record straight, so that Americans who are capable of appreciating the truth get to hear the truth.

Losing the War on Terror

Via Altercation, I see Daniel Benjamin and Steven Simon have a new book called The Next Attack: The Failure of the War on Terror and a Strategy for Getting It Right. Simon and Benjamin were respectively Director and Senior Director of Counter-Terrorism on the National Security Council during the Clinton Administration, and they had publicly warned of a massive terrorist strike against the United States before September 11. Their earlier book The Age of Sacred Terror is, IMO, a must-read.

Altercation has an excerpt from the new book:

A core part of the case that Bush and his advisers made was that Saddam might collude with terrorists because it would allow him to hurt the United States “without leaving fingerprints,” but it appears that a large part of the reason Iraq—like Iran and Libya—stopped targeting the United States was the belief that it could not carry out an attack without detection. (Iran, under its newly elected president, Muhammad Khatami, may have also changed its policy after the Khobar Towers attack because terrorism was not advancing its goals. The Iranian regime appears to have supported the attack because of a desire to drive a wedge between the United States and Saudi Arabia, but the bombing’s only effect was to cause Washington to move the troops stationed in Saudi Arabia to a more secure location.) Since detection carries with it a strong likelihood of retaliation, as Iraq learned in 1993, when U.S. cruise missiles destroyed the country’s intelligence headquarters, the calculus did not make sense—it was just no longer worth the risk to attack America. That cruise missile strike was derided by conservative critics of the Clinton administration as a “pinprick,” but Saddam seemed to have gotten the message.

No rightie will admit to that in a million years, of course.

Beyond the matter of whether the Iraqi regime was likely to attempt a terrorist attack against the United States, the administration’s argument raised the further question of whether Saddam Hussein and Usama bin Laden were likely to collaborate. In fact, Iraq and al Qaeda were anything but natural allies. A central tenet of Al Qaeda’s jihadist ideology is that secular Muslim rulers and their regimes have oppressed the believers and have plunged Islam into a historic crisis. Hence, a paramount goal of Islamist revolutionaries for almost half a century has been the destruction of the regimes of such leaders as Anwar Sadat and Hosni Mubarak of Egypt, President Hafez al-Assad of Syria, the military government in Algeria ,and the Saudi royal family. To contemporary jihadists, Saddam was another in a line of dangerous secularists, an enemy of the faith who refused to rule by Islamic law and who habitually murdered religious leaders in Iraq who might oppose his regime. Perhaps the best summation of the jihadist view of Saddam’s Iraq was given during the Persian Gulf War by Omar Abdel Rahman, the radical sheik now imprisoned in the United States. When he was asked what the punishment should be for those who supported the United States in the conflict, he answered, “Both those who are against and the ones who are with Iraq should be killed.”

Simon and Benjamin go on to say that the few contacts made between bin Laden’s and Hussein’s camps, which mostly occurred in the early 1990s, were part of a “Middle Eastern tradition of keeping tabs on all groups, friendly or not.” Further, it was the consensus of the intelligence community that neither Iraq nor Iran were having much to do with bin Laden.

In 1998, in an effort to ensure that the U.S. government was not becoming complacent in this judgment, Richard Clarke asked his staff to evaluate the available intelligence to see if these conclusions were justified. After reviewing a large amount of intelligence, they too endorsed the intelligence community’s verdict. After a lengthy investigation of its own, the 9/11 Commission arrived at the same understanding in 2004 and noted in its final report, “We have seen no evidence that [the contacts] ever developed into a collaborative operational relationship. Nor have we seen evidence indicating that Iraq cooperated with al Qaeda in developing or carrying out any attacks against the United States.”

I brought that up because we’re seeing so much crapola from the Right these days about how “even Bill Clinton” though Saddam Hussein was dangerous. Maybe he did, but Bill Clinton didn’t think Saddam Hussein posed much of a threat to the United States. And by 1998 the Clinton Administration had realized that al Qaeda and other radical Islamic jihadist groups were far more dangerous than Saddam Hussein was. But the righties never get around to mentioning that.

This is from a New York Times review of the same book:

Like the CIA officer Michael Scheuer, the author (under the pseudonym “Anonymous”) of the 2004 book “Imperial Hubris,” Benjamin and Simon regard the U.S. invasion of Iraq as a kind of Christmas present to Osama bin Laden: an unnecessary and ill-judged war of choice that has not only become a recruitment tool for jihads but that has also affirmed the story line that Qaeda leaders have been telling the Muslim world – that America is waging war against Islam and seeking to occupy oil-rich Muslim countries.

The U.S. invasion of Iraq toppled one of the Mideast’s secular dictatorships, the authors write, and produced a country in chaos, a country that could well become what Afghanistan was during the years of Soviet occupation: a magnet for jihads and would-be jihads from around the world.

Do tell.

Richard Clarke wrote in his book Against All Enemies that something like the Iraq War was bin Laden’s plan all along. At least a decade before 9/11, according to Clark, Osama was hanging out in the Sudan dreaming up an Iraq scenario–

The ingredients al Qaeda dreamed of for propagating its movement were a Christian government attacking a weaker Muslim region, allowing the new terrorist group to rally jihadists from many countries to come to the aid of the religious brethren. After the success of the jihad, the Muslim region would become a radical Islamic state, a breeding ground for more terrorists, a part of the eventual network of Islamic states that would make up the great new Caliphate, or Muslim empire. [p. 136]

So, George, Dick, Condi, Rummy, Dougie, Wolfie, and the rest of the crew–Osama bin Laden sends a big thank you!

Simon and Benjamin acknowledge that it was widely believed that Saddam Hussein did have biochemical WMDs, although not nuclear weapons. But they say the critical question that should have been asked before the invasion was not did he have them, but would he use them?

…The answer to these questions is the same: no. Saddam is an execrable man and one of the most loathsome national leaders in a century in which there was plenty of competition. He had miscalculated badly on a number of occasions, most notably by invading Kuwait in August 1990. But he was not insane. He wanted to avoid obliteration. As far as the United States and its vital interests were concerned, he was deterred.

Now let’s repeat a snip from the last post, taken from yesterday’s Hardball with Chris Matthews. The speakers are Michael Scheuer, Rand Beers, and Matthews.

MATTHEWS: Michael, just to think outside the box, would we be better off with Saddam Hussein still running tyrannically that country of Iraq, right next door to Jordan? Would Jordan be more secure in that environment?

SCHEUER: No doubt about it, sir.

MATTHEWS: No doubt?

SCHEUER: There‘d be … many fewer dead Americans,[*] and we would have many more resources available to annihilate al Qaeda, which is what we have to do. Without a doubt, in the war against al Qaeda, Saddam Hussein was one of our best allies.

MATTHEWS: How so?

SCHEUER: He was not going to permit Iraq to become a base, as it is today, for Sunni fundamentalists.

MATTHEWS: Why did he let them come in for that training, that chemical training, whatever the hell they did up north?

SCHEUER: They didn‘t control the area, so that was in the no-fly zone. They were in an area that was in Kurdistan.

MATTHEWS: OK.

SCHEUER: And they were Shia.

* Note: Scheuer stumbled on his words and said “more dead,” then he corrected himself. The transcript reads as if he said there would be more dead, which is not what he meant.

See what kind of information you can get when people who know something don’t get shouted over by rightie goons and Bushie shills? I’m listening to today’s Hardball now, as I keyboard. All this week Matthew has been doing a pretty good job of presenting the arguments against the war that we should have heard before the invasion. Before the invasion, Matthews’s guests tended to consist of an occasional liberal meekly asking why we had to invade right now–can’t we give the inspectors more time?–and a mess of righties screeching that everybody knows leaving Saddam Hussein was dangerous and every moment we delayed put America at terrible risk. And what about this idea that Saddam Hussein was one of the best allies the U.S. had in the war against al Qaeda? This is leftist propaganda dished up to be adopted and amplified by others who believe that Bush went after the wrong guy. Poor Saddam was after all, a bad guy, but a bad guy who could have been made good with a few simple diplomatic meet-ups and pressure from the United Nations. HEH!

Righties tend to be literal. Obviously Scheuer was using “ally” in a metaphorical sense, as in “ladybugs are our best ally against aphids” or “rain is our best ally against drought.” He was not saying that Saddam Hussein would have been cooperative with the U.S., but that leaving him where he was worked to our advantage vis à vis al Qaeda for reasons throughly explained in the remainder of the dialogue. No “diplomatic meet-ups and pressure from the United Nations” were required, any more than with ladybugs.

Is the chaos in Iraq crossing over the border into Jordan? Before the Iraq invasion, King Abdullah of Jordan tried to warn the White House this might happen.

Abdullah, speaking in an interview in his suite at the Four Seasons hotel, said an invasion of Iraq could splinter the country and spread across the Middle East. He commented as the Senate held its first hearings on the wisdom of a military campaign to oust Iraqi President Saddam Hussein.

Abdullah said a reluctance by allies to confront the Bush administration over Iraq may have left U.S. policymakers falsely believing that there is little opposition to a war. Many also may have believed that the prospect of war was far in the distance, though Abdullah said “all of the sudden this thing is moving to the horizon much closer than we believed.”

“In all the years I have seen in the international community, everybody is saying this is a bad idea,” he said. “If it seems America says we want to hit Baghdad, that’s not what Jordanians think, or the British, the French, the Russians, the Chinese and everybody else.”

While Blair is frequently seen as a close partner of President Bush, Abdullah said, “Blair has tremendous concerns about how this would unravel.”

Abdullah dismissed the assertion of some U.S. officials that the rise of a democratic Iraq would lead to better prospects for peace between Israelis and Palestinians. “In an ideal world, that could be a possibility,” he said. “Life being as it is, and so uncertain, very few people are convinced that that attitude would happen so easily. Our concern is exactly the opposite, that a miscalculation in Iraq would throw the whole area into turmoil.”

This wasn’t the first time King Abdullah had expressed misgivings about invading Iraq. A quickie google turned up a March 2002 CNN article in which the King told the Dick

that a U.S.-led military campaign against Iraq would be disastrous for the region and would undermine the broader coalition in the war on terrorism.

During a weekend meeting with an Iraqi official, King Abdullah said a U.S. military confrontation with Iraq would be a “catastrophe” for the region.

On the other hand, here are remarks by President Bush to King Abdullah from May 2004:

The fall of Saddam Hussein removed a source of instability and intimidation from the heart of the Middle East. All of Iraq’s neighbors, including Jordan, are safer now. And the emergence of a peaceful, prosperous, and free Iraq will contribute to Jordan’s security and prosperity.

Hmm, who turned out to be right? …

Note to lurking righties who always need everything explained to them multiple times: Nobody, including King Abdullah, is opposed to a peaceful, prosperous, and free Iraq. Nor does anyone deny that a peaceful, prosperous, and free Iraq would contribute to the security and prosperity of the Middle East. What King Abdullah said–and it appears he had a clue–is that a U.S. invasion of Iraq had little chance of resulting in a peaceful, prosperous, and free Iraq and a big chance of making the Middle East even more unstable than it already was.

Some background: Abu Musab Zarqawi has claimed responsibility for yesterday’s bombings in Jordan. This is from an article just posted on the Time magazine web site:

Zarqawi, born Ahmad Nazzal Fadil al Khalayilah (his nom de guerre is an adaptation of Zarqa, his industrial hometown in northern Jordan) has been engaged in a long-running struggle with Jordan’s King Abdullah II. Their duel began immediately after Abdullah ascended the throne in 1999, when he freed the Jordanian militant from prison in a general amnesty. Zarqawi, 39, had been jailed in the early 1990s on sedition charges after joining an Islamic fundamentalist group. He repaid Abdullah’s royal gesture by starting a relentless terrorism campaign against Jordanian monarchy. In turn, Abdullah has stood firm against Islamic extremism and sought to bring Zarqawi to justice, cooperating ever more closely with the Bush administration’s War on Terrorism.

In hindsight, we might say that King Abdullah made a mistake letting Zarqawi go. But not as big a mistake as the Bushies, who passed up at least three chances to terminate Zarqawi before the invasion of Iraq.

The Amman attacks fit a now-familiar pattern of terrorism that began after the U.S. war in Iraq in 2003: simultaneous blasts against Western targets hit housing and office compounds in Saudi Arabia in 2003 and 2004, hotels in Morocco in May 2003, and tourist resorts in Egypt in October 2004 and July 2005. In each case, the targets were in Arab countries led by pro-American governments.

But Zarqawi had his sights on Jordan long before the Iraq war. Jordanian officials accuse him of directing the so-called Millennium Plot to hit tourist sites, including the Radisson Hotel in Amman, on New Year’s Eve 1999. Last year, a Jordanian court sentenced Zarqawi to death for instigating the assassination of an American diplomat in 2002. In 2004, Jordanian officials said they foiled a chemical bomb attack directed by Zarqawi that could have killed up to 20,000 people; he is currently standing trial in absentia for the plot.

Here’s the most alarming part:

Wednesday’s attacks suggest that Abdullah’s worst fears about the Iraq war may be coming to pass. Though the King has been a staunch ally in the War on Terrorism, and provided key logistical support in the Iraq invasion, he strongly opposed the war on grounds that a conflict could further destabilize the Middle East.

The signs that the insurgency in Iraq was spilling on to Jordanian territory became apparent right after the toppling of Saddam Hussein, when Zarqawi’s men launched a massive bomb attack on the Jordanian embassy in Baghdad. Just over two months ago, Zarqawi claimed credit for shoulder-fired rocket attacks on U.S. warships in Jordan’s port of Aqaba. The shots missed their targets, killed two bystanders and served as a warning that more Zarqawi attacks may be on the way.

Worse from Jordan’s perspective, large numbers of young Jordanian men have gone to Iraq to join Zarqawi’s cause, raising the concern of another generation of young Zarqawis.

MATTHEWS: … I want to bring in former CIA officer, Bob Baer, who joins us by phone. Mr. Baer, what do you make of this? We are looking at the earmarks of this in the early going here, three hotels hit simultaneously in the tourist areas of Amman, suicides apparently involved.

ROBERT BAER, FMR. CIA OFFICER: Well, Chris, I think to say first, that General Downing has hit the nail on the head, and I would like to even go farther in that what we are seeing is the chaos in Iraq slopping over the border into Jordan. Jordan has a long border with Iraq; weapons can come across very easily.

You have a majority population is Palestinian. They are very proinsurgency in Iraq. And you also have a strong Hamas and Islamic Jihad presence, which uses suicide bombings. In addition to Zarqawi, and until we can stabilize Iraq, I bet you we are going to be seeing more of this in the future.

MATTHEWS: How does that work? … Is it out of towners, the foreigners, or is it the Iraqis?

BAER: It‘s both. It‘s both support coming out of Saudi Arabia, from the fundamentalists, the Salafists. It is Sunni fundamentalists in general, who can foresee re-emergence of caliphate, which would include Syria, Lebanon, Anbar Province in Iraq, probably Baghdad and Jordan, and these people are after power.

They think that this is a domino, and you can bring down these capitals one after another, and they would especially like to go after King Abdullah. His mother is English. He is western educated. Jordan is a very sophisticated, westernized country.

MATTHEWS: Right.

BAER: And they want to bring it down. And that would be a huge feather in their cap, the fundamentalists.

If you continue reading the transcript, you run into some commentary I’ve seen elsewhere–that al Qaeda and the Iraq insurgency are not seeing eye to eye these days. Al Qaeda does not want a Shia-Sunni war, which is where the Iraq insurgency might be heading. This is a development that bears watching.

Close to the end of the transcript are remarks by Michael Scheuer and Rand Beers:

MATTHEWS: …Michael Scheuer served as chief of the CIA‘s bin Laden unit. He also wrote the book, Imperial Hubris, why the West is losing the war on terror.

Rand Beers served as a special assistant to President Bush on combating terrorism. He was also a member of the national security council during the Clinton administration.

Gentlemen, Michael and then Rand, what does this tell us about where we stand in the world, the war in Iraq, it‘s relevance to this, et cetera?

MICHAEL SCHEUER, FORMER COVERT CIA OFFICER: By invading Iraq, we‘ve basically signed the death warrant of Jordan and much of the Levant. bin Laden, it‘s another example, Chris, of no one reading what bin Laden said. bin Laden prizes contiguity about all things. An area where he can operate from safe haven into another country.

MATTHEWS: Now his save haven is war-torn Iraq?

SCHEUER: Exactly right, sir. We created his bastion to get to an area he‘s never been able to work against, which is the Levant, Israel, Egypt. He now has safe haven to operate from there.

MATTHEWS: He couldn‘t operate from his home country of Jordan. He couldn‘t attack Jordan from within?

SCHEUER: Well, al-Zarqawi could have. But for bin Laden, what we are seeing is al Qaeda move forces to Iraq to be able to move in against the Jordanians, against the Syrians, and eventually into Lebanon and into Israel.

MATTHEWS: What is the goal of the bombings tonight as you understand it? Why did people do it, who apparently committed suicide to do so, what drove them to that, what‘s their mission?

SCHEUER: Well, part of it was to destabilize Jordan. Part of it was to finish the job they failed to do in 2000. You remember, the Radisson was in the Millennium attack, was a target. And so it‘s meant to further the spread of the Jihad.

It‘s a very nice operation. There‘s going to be tremendous casualties there, and once again, the president and the secretary of defense will whistle past the graveyard saying this is, al Qaeda‘s back is broken, this is some kind of a new organization out there.

MATTHEWS: Is this meant, this attack on Jordan, meant to make life in Jordan so unstable that people say, we might as well try something new?

RAND BEERS, FORMER NATIONAL SECURITY COUNCIL STAFFER: Well, it‘s certainly designed to do as much to destabilize the current government there as possible.

MATTHEWS: What does destabilize mean?

BEERS: What it means, is basically force the government to use its security forces to go after cells there, and in so doing, create a sense of repression.

MATTHEWS: It makes them feel like an occupying force.

BEERS: That‘s right.

MATTHEWS: And that‘s what the terrorists want to achieve, to make the Hashemite government, King Abdullah, seem like a Western power put on top of them.

BEERS: That‘s right. And taking the longstanding relationship with Jordan, with the United States, this makes them an extension of the United States in the eyes of al Qaeda, have been for some time. That‘s why Zarqawi started there. That‘s why he was involved in some attacks there. That‘s why he has had a cell structure there that preexisted what he did in Iraq.

MATTHEWS: Michael, just to think outside the box, would we be better off with Saddam Hussein still running tyrannically that country of Iraq, right next door to Jordan? Would Jordan be more secure in that environment?

SCHEUER: No doubt about it, sir.

MATTHEWS: No doubt?

SCHEUER: There‘d be … many fewer dead Americans, and we would have many more resources available to annihilate al Qaeda, which is what we have to do. Without a doubt, in the war against al Qaeda, Saddam Hussein was one of our best allies.

MATTHEWS: How so?

SCHEUER: He was not going to permit Iraq to become a base, as it is today, for Sunni fundamentalists.

MATTHEWS: Why did he let them come in for that training, that chemical training, whatever the hell they did up north?

SCHEUER: They didn‘t control the area, so that was in the no-fly zone. They were in an area that was in Kurdistan.

MATTHEWS: OK.

SCHEUER: And they were Shia.

MATTHEWS: Do you buy this argument that if had we not gone into Iraq, Jordan would be safer to live in right now?

BEERS: Oh, I think in near term, that‘s absolutely true. You can‘t dispute that.

MATTHEWS: And these fellows, who were just on trial who now—I shouldn‘t call them fellows, like they are pals of mine. These guys who are the terrorists are under down in Australia now, saying the reason they went to the plan, at least, to blow up areas and use their explosives, was they are anger about the war in Iraq. Do you believe that that‘s the true motive?

BEERS: I think that that was certainly a large part of it, and I would say, let‘s remember what people have said recently. The spokesman for al Qaeda, a guy named Gadahn, who is an American citizen, said that there would be attacks in Australia and at Los Angeles. If you go back and you think about the original Radisson plot, the original Radisson plot in the millennium was also what Rassam was doing coming into the United States when we caught him at the border.

MATTHEWS: From Canada.

BEERS: From Canada. He was going to LAX. So I have to say here, we had better pull up our socks and be looking very carefully within our own borders at this time.

MATTHEWS: You think this is a sign of something to come here …

BEERS: Well, we do know …

MATTHEWS: … what was happening Jordan tonight?

BEERS: Well, we do know that they come back to the scene of operations that they failed to complete. They have come back to the scene with the Radisson. That was partly …

MATTHEWS: They came back to the scene of the World Trade Center, 1993, back in 2001.

BEERS: Right. That‘s right. They did the Cole after the missed the Fitzgerald in Aden, so we know that there is this pattern of coming back for failed operations.

SCHEUER: I think what you‘re seeing too, Chris, is we haven‘t heard from bin Laden for a year. The last time we heard him, and he said that‘s the end of it, I am not warning you anymore. I think the next time we see Osama bin Laden is after there‘s an attack in the United States.

The Fruits of Torture

Via Dr. Atrios, here’s an update to the last post, which describes how a Mr. Ibn al-Shaykh al-Libi gave testimony about al Qaeda-Iraq collusion that the Defense Intelligence Agency strongly suspected wasn’t true, but the Bush Administration charged ahead and based arguments for invading Iraq on his bogus testimony anyway —

Michael Hirsh, John Barry and Daniel Klaidman wrote about Libi in the June 21, 2004, issue of Newsweek:

Ibn al-Shaykh al-Libi was America’s first big trophy in the war on terror: a senior Qaeda operative captured amid the fighting in Afghanistan. What is less known is that al-Libi, who ran Qaeda training camps, quickly became the subject of a bitter feud between the FBI and the CIA over how to interrogate terror suspects.

Uh-oh.

At the time of al-Libi’s capture on Nov. 11, 2001, the questioning of detainees was still the FBI’s province. For years the bureau’s “bin Laden team” had sought to win suspects over with a carrots-and-no-sticks approach: favors in exchange for cooperation. One terrorist, in return for talking, even wangled a heart transplant for his child.

With al-Libi, too, the initial approach was to read him his rights like any arrestee, one former member of the FBI team told NEWSWEEK. “He was basically cooperating with us.” But this was post-9/11; President Bush had declared war on Al Qaeda, and in a series of covert directives, he had authorized the CIA to set up secret interrogation facilities and to use new, harsher methods. The CIA, says the FBI source, was “fighting with us tooth and nail.” …

…Al-Libi’s capture, some sources say, was an early turning point in the government’s internal debates over interrogation methods. FBI officials brought their plea to retain control over al-Libi’s interrogation up to FBI Director Robert Mueller. The CIA station chief in Afghanistan, meanwhile, appealed to the agency’s hawkish counterterrorism chief, Cofer Black. He in turn called CIA Director George Tenet, who went to the White House. Al-Libi was handed over to the CIA. “They duct-taped his mouth, cinched him up and sent him to Cairo” for more-fearsome Egyptian interrogations, says the ex-FBI official. “At the airport the CIA case officer goes up to him and says, ‘You’re going to Cairo, you know. Before you get there I’m going to find your mother and I’m going to f— her.’ So we lost that fight.” (A CIA official said he had no comment.)

Although the article doesn’t say exactly what was done to Libi, as explained in the previous post Libi told his interrogators a bunch of made up stories that the Bushies repeated to the American public as reasons we had to invade Iraq.

Kevin Drum calls this episode “one of the first test cases for Dick Cheney’s campaign to introduce torture as a standard interrogation technique overseas, replacing the FBI’s more mainstream methods.”

Kevin continues,

As Mark Kleiman points out, this is the pragmatic case against torture: not only is it wrong, but it doesn’t even provide reliable information anyway — and it makes Cheney’s relentless moral cretinism on the subject all the worse. Larry Wilkerson, who investigated this back when he was Colin Powell’s chief of staff, confirms that “there was a visible audit trail from the vice president’s office” that authorized the practices that led to the abuse of detainees, and Cheney continues to vigorously support the use of torture to this day, pressuring Congress behind closed doors not to pass John McCain’s anti-torture legislation.

Andrew Sullivan writes,

He’s still furiously lobbying Senators to protect his right to torture. A man who avoided service in Vietnam is lecturing John McCain on the legitimacy of torturing military detainees. But notice he won’t even make his argument before Senate aides, let alone the public. Why not? If he really believes that the U.S. has not condoned torture but wants to reserve it for exceptional cases, why not make his argument in the full light of day? You know: where democratically elected politicians operate.

Like cockroaches, Cheney and his minions are more active in the dark. I’m starting to wonder what would happen to them if they were drug out into the sunlight. Would they burst into flames?

President Bush, Vice President Cheney, then Secretary of State Colin Powell, and other Bush Administration officials based many of their pre-Iraq War claims of ties between Iraq and al Qaeda on the testimony of a detainee who was known to be a fabricator.

Douglas Jehl writes in this Sunday’s New York Times,

A top member of Al Qaeda in American custody was identified as a likely fabricator months before the Bush administration began to use his statements as the foundation for its claims that Iraq trained Al Qaeda members to use biological and chemical weapons, according to newly declassified portions of a Defense Intelligence Agency document.

The newly declassified portions of the document were given to Jehl by Senator Carl Levin, the top Democrat on the Senate Armed Services Committee. It appears this revelation had something to do with Senator Reid’s parliamentary move that closed the Senate last week. Levin and Senator John D. Rockefeller, the top Democrat on the Senate Intelligence Committee, made a request to declassify the two paragraphs on October 18. In its response, the CIA said it found “no reason for it to remain classified.”

The story in brief: Ibn al-Shaykh al-Libi was captured in Pakistan at the end of 2001. In February 2002, the Defense Intelligence Agency reported in the two paragraphs that Libi’s statements were highly improbable. The report said he was “‘intentionally misleading the debriefers’ in making claims about Iraqi support for Al Qaeda’s work with illicit weapons,” writes Jehl.

Yet administration officials merrily went ahead and repeated Libi’s stories in their speeches.

Among the first and most prominent assertions was one by Mr. Bush, who said in a major speech in Cincinnati in October 2002 that “we’ve learned that Iraq has trained Al Qaeda members in bomb making and poisons and gases.’’ …

… Mr. Powell relied heavily on accounts provided by Mr. Libi for his speech to the United Nations Security Council on Feb. 5, 2003, saying that he was tracing “the story of a senior terrorist operative telling how Iraq provided training in these weapons to Al Qaeda.’’

At the time Powell made his speech, Jehl says, an unclassified statement by the CIA said Libi’s stories were credible. “But Mr. Levin said he had learned that a classified C.I.A. assessment at the time stated ‘the source was not in a position to know if any training had taken place.,’ Jehl writes.

One might conclude that someone in the CIA was being helpful to the White House cause and making sure that statements supporting the war made the rounds, while those not supporting the war were hidden out of sight.

And the DIA report would have circulated widely in government, Jehl says, and would have been available to the CIA, the White House, the Pentagon, and other agencies. However, neither the Senate Intelligence Committee report nor the September 11 Commission report, both issued in 2004, made any reference to the 2002 DIA report. “It remains unclear whether the D.I.A. document was provided to the Senate panel,” Jehl writes.

Libi recanted his stories in January 2004, which prompted the CIA to recall all intelligence reports based on his testimony. This fact was recorded in a footnote to the September 11 Commission report, but the original DIA report report is MIA from the 9/11 report.

Jehl continues,

The document provides the earliest and strongest indication of doubts voiced by American intelligence agencies about Mr. Libi’s credibility. Without mentioning him by name, President Bush, Vice President Dick Cheney, Colin L. Powell, then secretary of state, and other administration officials repeatedly cited Mr. Libi’s information as “credible’’ evidence that Iraq was training Al-Qaeda members in the use of explosives and illicit weapons.

Senator Levin seems a tad miffed.

Mr. Levin said the new evidence of early doubts about Mr. Libi’s statements dramatized what he called the Bush administration’s misuse of prewar intelligence to try to justify the war in Iraq. That is an issue that Mr. Levin and other Senate Democrats have been seeking to emphasize, in part by calling attention to the fact that the Republican-led Senate intelligence committee has yet to deliver a promised report, first sought more than two years ago, on the use of prewar intelligence. …

… In an interview on Friday, Mr. Levin also called attention to a portion of the D.I.A. report that expressed skepticism about the idea of close collaboration between Iraq and Al Qaeda, an idea that was never substantiated by American intelligence but was a pillar of the administration’s prewar claims.

“Saddam’s regime is intensely secular and is wary of Islamic revolutionary movements,’’ the D.I.A. report said in one of two declassified paragraphs. “Moreover, Baghdad is unlikely to provide assistance to a group it cannot control.’’

Libi, who apparently has been in custody at Guantanamo since 2003, was of course not the only intelligence source later uncovered as a fibber. For example, an Iraqi exile code named “Curveball” was the primary source for the ephemeral mobile biological weapons labs. And there is Ahmed Chalabi, beloved of neocons, who has been accused of feeding the Pentagon all manner of misinformation.

So far, the White House has refused to comment, while Republicans are sticking to this weeks’ talking point that they weren’t the only ones to make mistakes in prewar assessments.

Jehl concludes,

The Senate intelligence committee is scheduled to meet beginning next week to review draft reports prepared as part of a long-postponed “Phase II’’ of the panel’s review of prewar intelligence on Iraq. At separate briefings for reporters on Friday, Republicans staff members said the writing had long been under way, while Senate Democrats on the committee claimed credit for reinvigorating the process, by forcing the closed session. They said that already nearly complete is a look at whether prewar intelligence accurately predicted the potential for an anti-American insurgency.

Other areas of focus include the role played by the Iraqi National Congress, that of the Pentagon in shaping intelligence assessments, and an examination of whether public statements about Iraq by members of the Bush and Clinton administrations, as well as members of Congress, were substantiated by intelligence available at the time.

When Harry Reid shut down the Senate earlier this week due to Pat Roberts and Bill Frist’s stonewalling of a Phase Two investigation over how the Bush Administration used intelligence in making its case for war, many of us wondered why now? What took you guys so long to use a procedural lever that you’ve had available to you all along that could have been employed before the election to raise the issue of Bush’s lies into a campaign issue? Was it a sudden re-growth of guts and balls that did this, or did the Democrats now come into possession of new information that was withheld from them before the election that gave them the club to force this issue out into the open now? We now know the answer, and it is the latter.

Moreover, Steve says, it puts Junior in a shitload of trouble.

… we now know that the Bush Administration also knew as far back as January 2003 that the Niger uranium claim was based on forgeries. We know that the Bush Administration was also told that the aluminum tubes story was bogus before the invasion as well. We now know that the claim that Saddam was assisting Al Qaeda was also a lie, and that the Administration knew this from Rummy himself as far back as February 2002. And we know that the IAEA was still on the ground in Iraq and had not confirmed any of Bush’s claims that Saddam had definitively stockpiled WMDs in violation of the two UN resolutions that Bush based his war upon.

And why exactly is this so important? Because take a look at the certification that Bush sent to Congress to start the war, which was required in the October 2002 war resolution, and then see that as we suspected over two and a half years ago, Bush has a big problem now …

This latest revelation means that at the time Bush justified the commencement of war against Iraq consistent with what was required under Public Law 107-243, he certified things not in evidence, and made claims to Congress (Saddam’s active operation of a WMD program and Saddam’s assistance to Al Qaeda) that he, Cheney, and Rummy already knew were false.

If Bush isn’t called to account for this, then there is no democracy in America any more.

A Bigger Agenda?

While I’m posting transcripts … this was on last night’s Countdown, which was guest hosted by Lisa Daniels:

DANIELS: Many thanks for joining us tonight. We appreciate it. Your article is so detailed, I‘m going to start off with a hard one. Can you sort of give us an abridged version of how the forged documents made it all the way into the president‘s speech without anybody throwing them out? Just boil it down for us.

PHILIP GIRALDI, FORMER CIA OFFICER: Well, basically, what happened was that the normal procedures whereby intelligence that comes into the United States government is checked over before it goes to the policymakers, this procedure was called vetting, was circumvented. And it was essentially circumvented as you described it by the Office of Special Plans in the Pentagon, which had been set up basically to circumvent that it felt was not answering the needs of the policymakers.

So it was kind of a circular process whereby the fabricated information was introduced into the system from the bottom, up to the top, without being checked out along the way.

DANIELS: Now, you make a very important allegation, a big allegation in your article that the Niger documents might have been forged in collusion with the Pentagon‘s Office of Special Plans which you in your article say would explain why the administration went after Ambassador Joe Wilson. What evidence do you have supporting that?

GIRALDI: Well, there‘s not a whole lot of solid evidence. But the fact is that if you consider people at the top level of the administration going after somebody who ostensibly was just a critic, it doesn‘t really make sense unless there was a much bigger agenda that was being hidden. And that‘s what I‘m suggesting.

And it is also true that the Italian who actually passed the documents that wound up in Washington, a guy named Rocco Martino, he later said to The Financial Times in London that he was engaged in what was a much bigger scheme that was a disinformation operation being carried out by the Italian government and also the American government.

DANIELS: But maybe it isn‘t bigger. Perhaps your critics would say, it is actually simple. I mean, are you sure that this isn‘t just one huge conspiracy theory that your article is sort of perpetuating?

GIRALDI: I don‘t think so. There‘s certainly considerable evidence that this was going on, that the intelligence was circumventing the system to create a case for war against Iraq which otherwise might not have been made.

And also, the whole question comes down to, was this bad intelligence?

I think everybody would agree that there was a lot of bad intelligence. Was it done through stupidity or through maliciousness? And this is really the question. Were people conscious that they were providing false and misleading intelligence or was it just a process that was something that was handled very clumsily?

DANIELS: Let me ask you this, Philip, do you think it is possible, feasible that the administration actually believed on some level that the documents were real?

GIRALDI: No. I don‘t think so. Because these documents went through several steps before they wound up at the administration and analysts at both CIA and NASA and the State Department pronounced them to be dubious.

The thing to bear in mind here is that unless accountability is established in this case, this kind of thing could happen again.

DANIELS: You know, we all remember when the former CIA Director George Tenet accepted responsibility for the uranium reference getting into the president‘s State of the Union Address. But from your research from your article, it almost appears that the CIA had very little to do with getting that faulty intelligence into the country, let alone into the speech.

GIRALDI: They were in fact completely out of the loop. That‘s a correct assessment, yes.

DANIELS: And why do you say that?

GIRALDI: Well, because the documents were not seen by people at CIA until very late in the process, after they were already in the hands of the policymakers at the National Security Council and in the vice president‘s office.

DANIELS: OK. So it‘s been nearly three years since it took for this truth, if it is the truth, to come out about the Niger documents. Why did it take so long?

GIRALDI: Well, I think there‘s a considerable reluctance on the part of both the media and the politicians to deal with issues that come out of Iraq. Essentially, the media did not fulfill its own responsibilities to be skeptical in the beginning. And the Democratic Party got on board of the Iraq war very quickly for its own reasons.

And as a result, I think that people in all areas are embarrassed now and are unwilling to confront the quite bad reality of what is Iraq.

DANIELS: Philip Giraldi, a contributing editor with The American Conservative magazine, also a former CIA agent. Thanks for your time. I‘m curious to see what the reaction will be to the article.

GIRALDI: Thank you very much.

Here is the article Giraldi wrote for The American Conservative, “Forging the Case for War.” Concluding paragraphs:

At this point, any American connection to the actual forgeries remains unsubstantiated, though the OSP at a minimum connived to circumvent established procedures to present the information directly to receptive policy makers in the White House. But if the OSP is more deeply involved, Michael Ledeen, who denies any connection with the Niger documents, would have been a logical intermediary in co-ordinating the falsification of the documents and their surfacing, as he was both a Pentagon contractor and was frequently in Italy. He could have easily been assisted by ex-CIA friends from Iran-Contra days, including a former Chief of Station from Rome, who, like Ledeen, was also a consultant for the Pentagon and the Iraqi National Congress.

It would have been extremely convenient for the administration, struggling to explain why Iraq was a threat, to be able to produce information from an unimpeachable “foreign intelligence source” to confirm the Iraqi worst-case.

The possible forgery of the information by Defense Department employees would explain the viciousness of the attack on Valerie Plame and her husband. Wilson, when he denounced the forgeries in the New York Times in July 2003, turned an issue in which there was little public interest into something much bigger. The investigation continues, but the campaign against this lone detractor suggests that the administration was concerned about something far weightier than his critical op-ed.

Obstruction

Murray Waas writes,

Vice President Cheney and his chief of staff, I. Lewis “Scooter” Libby, overruling advice from some White House political staffers and lawyers, decided to withhold crucial documents from the Senate Intelligence Committee in 2004 when the panel was investigating the use of pre-war intelligence that erroneously concluded Saddam Hussein had weapons of mass destruction, according to Bush administration and congressional sources.

Hmm, wonder if Harriet Miers was one of those lawyers?

Among the White House materials withheld from the committee were Libby-authored passages in drafts of a speech that then-Secretary of State Colin L. Powell delivered to the United Nations in February 2003 to argue the Bush administration’s case for war with Iraq, according to congressional and administration sources. The withheld documents also included intelligence data that Cheney’s office — and Libby in particular — pushed to be included in Powell’s speech, the sources said.

The Senate Intelligence Committee was looking into whether the CIA or other agencies had provided faulty intelligence to the Bush Administration as it prepared to go to war in Iraq. However, Waas writes,

… the committee deferred the much more politically sensitive issue as to whether the president and the vice president themselves, or other administration officials, misrepresented intelligence information to bolster the case to go to war. An Intelligence Committee spokesperson says the panel is still working on this second phase of the investigation.

Had the withheld information been turned over, according to administration and congressional sources, it likely would have shifted a portion of the blame away from the intelligence agencies to the Bush administration as to who was responsible for the erroneous information being presented to the American public, Congress, and the international community.

Waas writes that both Republicans and Democrats felt the investigation had been hampered by the White House’s refusal to hand over critical documents. It’s not too late for a do-over, I say.

Jesse Lee at the Stakeholder writes
that this passage from the Waas article stuck out:

At the same time, however, administration officials said in interviews that they cannot recall another instance in which Cheney and Libby played such direct personal roles in denying foreign policy papers to a congressional committee, and that in doing so they overruled White House staff and lawyers who advised that the materials should be turned over to the Senate panel.

Jesse Lee comments:

Notice anybody missing from that equation? Did President Bush even know there was a debate? Did he know there were any debates about anything ever?

Maybe he was busy working out on his mountain bike.

, Rep. Jerry Nadler is calling for expanding the Fitzgerald investigation “to look at a possible White House conspiracy to deceive Congress.”

Specifically, I’ve asked that Mr. Fitzgerald seek answers to three pressing questions: whether the CIA leak incident was part of a larger, deliberate effort to deceive Congress into authorizing war in Iraq, who exactly was involved, and whether any of their actions were criminal. If a larger, intentional effort was indeed underway – as evidence is tending to show that it was – that amounts to a criminal conspiracy.

President Bush may be spending the rest of his term huddled in a closet with his lucky pillow.
