California: The First Domino?

Gary Kamiya has a great piece at Salon called “Californians are sinking themselves.” He makes a similar argument I have made in the recent past, that while California’s politicians are the ones directly responsible for the fiscal mess its in, the ultimate responsibility is with the citizens of California. Kamiya catalogs the causes of the state’s governmental dysfunction, and adds,

Yet as their state prepares to go over the cliff, California’s citizens seem weirdly oblivious, or resigned, or numb. Like inhabitants of a corrupt third-world country who have utterly lost faith in their government and in politics itself, or ostriches sticking their heads in the sand, Californians are behaving as if the whole thing is out of their control. Or even that it isn’t happening at all.

The immediate problem is that a minority extremist right faction is able, because of the supermajority requirement, to prevent California from governing itself. But of course, that’s the problem everywhere, isn’t it?

The extremist right hijacked government by exploiting weaknesses in government designed to prevent tyranny. As I wrote recently in “The U.S. as a Failed State,” the result of the Right’s undermining of legitimate, representative government has been the slow takeover of government by oligarchic special interests. Something like that happened in California, too, by exploiting the initiative process.

The initiative process was originally passed by voters in 1911 to circumvent the power of the oligarchic railroad trusts by restoring direct democracy. And it still offers citizens a chance to take control of important issues. But it has gone out of control, abused by powerful interests who hire people to collect signatures and ram through bills that no ordinary citizen can be expected to comprehend. By sidelining elected officials, it achieves the worst of both worlds: It gives ordinary citizens, who lack requisite expertise, institutional memory and accountability, too much power, and then forces legislators to clean up their mess — except that because of ideological gridlock and the supermajority requirement, they can’t.

What the Right can’t get is that tyranny doesn’t come from government; it comes from the concentration of power. It makes no real difference whether the concentration is public or private. When power is concentrated in government, private interests become its puppet. When power is concentrated in private hands, government becomes its puppet. Either way, the people lose.

The U.S. federal government was set up so that power would be diffused through the three branches and among Washington and the states, and in this way power in government wouldn’t concentrate in any one place and become too strong for citizens to control.

But in their monomaniacal quest to destroy government in the name of “liberty,” the Right left government vulnerable to takeover by non-governmental powers that are not answerable to citizens at all. By fighting a phantom tyranny they have gone a long way toward creating a real one.

Of course, for some, especially for the wealthy extremists who bankrolled the Movement, this was the plan all along. But I don’t think the enormous majority of the tools who show up for “tea parties” and Palin rallies have any idea they are, in effect, begging for dictatorship.

The results of the last two national elections show us that a majority of U.S. citizens want progress, and they want functional government is that responsible to them and which can address issues in a way that makes a difference in their lives. Watching the helpless flopping about in Washington has tried even my faith in American democracy. In spite of their minority status, in spite of the fact that a crushing majority of Americans disagrees with their agenda, the Right still is dictating policy. I’m beginning to wonder if our form of government can survive at all.

The Stuff of Life

I really did try to find something to write about beside Michael Jackson and Mark Sanford. There are significant news stories out there — the ongoing violence in Iran; the withdrawal of U.S. troops in Iraq from most Iraqi cities, towns and villages; the health care fight; the cap-and-trade fight; the financial crisis fight; whatever.

Still, my mind keeps wandering back to Sanford and Jackson and to the late Farrah Fawcett. At the beginning of this week I read that Fawcett’s long-time partner Ryan O’Neal wanted to marry her. Too late, it appears. Very sad.

I think my idea of a perfect world is one in which the big issues are settled so that we can all just focus on the little issues without distraction. I want a world with no war, where people get to see doctors when they need to, where everyone can look forward to a nice supper. And in that world there would be nothing else to concern us but raising our children, pursuing our interests, mourning our dead, loving whom we love.

We’re social animals, after all. That instinct to be more interested in other people’s personal lives than in Big Issues is just too strong to resist sometimes. But maybe the real problem is not that we can’t resist, but that we think we’re supposed to.

Empaths and Sociopaths

This used to be a staple scene in action films, as I’m sure you know — a scary thing happens, and the woman the hero is in love with screams and freezes in helpless terror. Then the hero, cool as scotch on the rocks, steps in and vanquishes the scary thing and saves her. On to the kissing scene.

Many years ago I read a behavioral study that said, if anything, women are slightly less likely to panic and freeze in the face of danger than men are. And when you consider that men are something like ten times more likely to commit homicides than women — murder most often is an act of rage, I believe — you might suspect that men are at the mercy of their emotions at least as much as women.

But we can’t have hysterical men and brave, cool women in films because it doesn’t take us to the kissing scene nearly as easily, does it?

Also many years ago, I realized that when a man said his views were “logical” and mine were “emotional,” the word logical (used in context) meant “what I want,” or “what I believe,” with the underlying assumption that the wants and beliefs of a man are the correct, standard or default, wants and beliefs, and those of a woman are controversial, subjective and/or alternative. This was true regardless of the merits of the man’s position. The want or belief became “logical” by virtue of maleness. “Logic” was something like a trump card played by a man against a woman whenever he couldn’t think of a better argument.

I don’t see the male/female, logical/emotional dichotomy publicly expressed nearly as much as I used to, and younger women may not have run into it as much as I did. But it hasn’t entirely gone away, has it?

This correlates to the idea that whites favoring other whites is not ethnic bias, because whiteness is a default norm; what Publius calls the “invisible baseline” fallacy. In this view, bias occurs only when one deviates from the default norm.

Since the nomination of Sonia Sotomayor to the Supreme Court, many arguments for and against her have turned on the question of whether a judge should have “empathy.” Yes, say some, because it helps her see how her decisions affect real people in the real world. No, say others, empathy and emotion are biases that blur the cold logic of the law.

But I say that if you step away and look at the question a little more broadly, the truth is that the decisions of every judge who doesn’t happen to be an out-and-out sociopath are being shaped by empathy. The distinction is, to whom is the judge feeling empathetic?

My view is that everything we think comes from a complex of psychological discriminations and impulses, little of which have anything to do with “logic.” The way we understand ourselves and the world begins to be shaped from the moment we’re born and continues to be shaped by the culture we grow up and live in. In other words, all of our understandings are biased. This is pervasive and inescapable. Often the difference between “logical” and “empathic” people is that an “empathic” person has at least a dim appreciation of his own biases, whereas a “logical” person is utterly oblivious to them.

This week Nicholas Kristof wrote a column about the difference between how liberals and conservatives relate to the world, and how much of these differences emanate from our prefrontal cortex, which “has more to do with moralizing than with rationality.” Our “logical” thoughts actually begin with the “moral” impulses. “It appears that we start with moral intuitions that our brains then find evidence to support.”

Human brains seem to be wired in a way that makes us want to join tribes and be part of an “us” that stands against an “other.” But if we get to know an “other” personally, they seem less strange and foreign and may cease to be an “other.”

“Minds are very hard things to open, and the best way to open the mind is through the heart,” Professor Haidt says. “Our minds were not designed by evolution to discover the truth; they were designed to play social games.”

Thus persuasion may be most effective when built on human interactions. Gay rights were probably advanced largely by the public’s growing awareness of friends and family members who were gay.

When John Yoo wrote memos that rationalized torture, he was not being “logical.” He was playing a social game and empathizing with his tribe. When John Roberts makes decisions that are blatantly biased in favor of corporations over individuals, he is playing a social game and empathizing with his tribe.

You see the picture — to some people, empathy is only “empathy” when it’s being shown to people who are not the default norm, or the invisible baseline, or whatever you want to call it. Otherwise, it’s “logical.”

I know my fingers may fall off as I keyboard this, but in his column today David Brooks has a pretty decent description of how the “logical” decision-making process really works. Our conscious, cognitive understandings of things are based on internalized models of what we’ve been conditioned to believe is “normal.” We may be able to articulate our ideas and perceptions in a coolly logical way, but the process by which we arrive at our ideas and perception is “complex, unconscious and emotional.” This is always true, whether we want to admit it or not.

So it is that two different and equally intelligent people may look at the same set of facts in a case and apply the same set of laws and come to different conclusions. They are working from different internal models of what the world is supposed to be. From this their judgments about which facts in the case are critical and which are not may be entirely different.

Brooks asks if Sotomayor is able to understand her biases as biases. This I cannot know. I’d like to think that people who have been the victims of bias are more capable of recognizing their own biases, but in my experience that is often not so. However, I do think that people with a healthy appreciation for empathy may also have more appreciation for the genuine messiness of human decision making than those who — foolishly — see themselves as “logical.”

Going back to the hysterical women and cool-headed men in films, and how that is so not like the real world — my observation is that women may tend to be better at processing emotions than men. That is, when a woman is frightened, she is less surprised — caught off guard, if you will — at being frightened than a man might be.

This is a gross generalization that cannot be applied to individuals; lots of men process emotions more skillfully than lots of women. However, I think there is a tendency for men to be less accepting of and intimate with their own emotions, and this may be as much nurture as nature; cultural rather than physiological.

What’s critical about emotions is not whether you have them, but whether you let them jerk you around and make you act in ways that are not in your best interests. And by any objective measure I’d say men self-destruct at least as much as women do. Logical, my ass.

Memo to the Titanic

Nate Silver has picked up on my generational political “imprinting” hypothesis, which says that at the point a new generation becomes old enough to be aware of politics, it is “imprinted” with whatever narrative is playing out in politics at the time. That imprinting carries with it political memes and values that will stick with most people of that generation the rest of their lives, no matter what.

My hypothesis was based on pure observation, but Nate, bless him, has real data. And he says that much voter behavior hinges on the question “Who was president when you turned 18?”

Nate has a chart that shows people who turned 18 during the Eisenhower and Reagan administrations are more likely to identify themselves as “Republican” than people who turned 18 during any other recent administration. And if this trend continues, the GOP had better be worried. The crop of young folks who turned 18 during the G.W. Bush administration is the least Republican generation ever.

Nate says this political partisan imprinting can be “quite persistent as the voter moves through her lifecourse.” In other words, once imprinted, the imprinting tends to stick, even if political reality changes. The imprinting going on now will impact politics for the next half century.

Heh.

Along the same lines, Morley Winograd and Michael D. Hais write for the Los Angeles Times that “The Republican Party ignores young ‘millennials’ at its peril.”

The “millennials” — the generation of Americans born between 1982 and 2003 — now identify as Democrats by a ratio of 2 to 1. They are the first in four generations to contain more self-perceived liberals than conservatives. …

…Only 9% of millennials polled expressed a favorable opinion of the Republican Party. Only 7% were positive about the GOP’s congressional leaders. By contrast, 65% of millennials had a favorable opinion of the Democratic Party, and a majority also approved of congressional Democrats.

The authors attribute this shift to how the millennials were raised, but I think the real difference is George W. Bush and the current Republican Party. These young folks came of age during a national train wreck.

For the first time in living memory, young people do not assume their lives will be as financially blessed as their parents were. Even those who go to college and who get “better” jobs spend much of their early adulthood paying off college loans instead of saving for the first house. “Job security” has become an oxymoron. Once they’re too old to be carried on their parents’ health insurance, vast numbers of young people are cut off from receiving medical care.

And the GOP is utterly oblivious to this. Republicans are not addressing these issues at all except to call for continuing the failed policies that created the current reality. This is not to say Democrats will do a better job of addressing these issues, but at least Democrats seem to have a clue.

Millennials tend to be more knowledgeable about environmental issues and more accepting that global climate change is real than previous generations. They also are less homophobic. The current GOP is laissez faire on economics and business, but authoritarian on social issues. But millennials tend to be laissez faire on social issues and want to see government play a more pro-active role in steering the economy. They feel locked out and want the nation’s wealth to be “redistributed,” dammit!

Two other op eds at the Los Angeles Times deserve mention. Mickey Edwards, who appears to be a conservative, argues that “The Nation Needs a Better GOP.”

If Democrats control the legislative and executive branches without meaningful opposition, the country will be the weaker for it. Some of President Obama’s initiatives would dramatically shift the boundaries between public and private, reshape the relationship between citizens and government and alter the lens through which America views its international commitments. These are serious matters and deserve serious, and constructive, engagement.

In the long run it is far better for the country if a broad range of views — or, at least, as broad a range of views as one finds in American politics, which generally isn’t that broad — is represented in government. It’s good when the majority view is challenged intelligently by a thoughtful minority. If nothing else, it keeps the majority on its toes and goads them into thinking through their proposals more clearly. However,

Today, the Republican belief system has degenerated into an embarrassing hodgepodge that worships political victory more than ideas; supports massive deficits; plunges the nation into “just-in-case” wars without adequate troops, supplies or armor; dismisses constitutional strictures; and campaigns on a platform of turning national problem-solving over to “Joe the Plumber.” It’s hard to see how all that points the way to a reawakening of voters to trust in the GOP. …

… Merely attacking administration proposals and labeling Obama a “socialist” will only ensure that instead of rebounding, as the GOP did in 1968, the party will slip even further into irrelevance. And that will not be good for America.

Finally, one other op ed says “What Republicans need is a mutiny.” To take the party away from the troglodytes, yes? Alas, this op ed was written by Richard A. Viguerie, a troglodyte’s troglodyte.

Democrats have nothing to fear from today’s Republican Party leaders. That’s why Democrats have taken to targeting Rush Limbaugh and others who aren’t in formal leadership positions in the GOP but who forcefully articulate a conservative vision.

To paraphrase the Gipper, anyone who thinks Rush Limbaugh is forcefully articulating “a conservative vision” is the problem, not the solution.

Fred Barnes actually wrote this for next week’s Weekly Standard:

Improving the party’s image is a worthy cause, but it isn’t what Republicans ought to be emphasizing right now. They have a more important mission: to be the party of no. And not just a party that bucks Obama and Democrats on easy issues like releasing Gitmo terrorists in this country, but one committed to aggressive, attention-grabbing opposition to the entire Obama agenda.

I hope all Republicans read this and pay close attention to what Fred says.

If Republicans scan their history, they’ll discover unbridled opposition to bad Democratic policies pays off. Those two factors, unattractive policies plus strong opposition, were responsible for the Republican landslides in 1938, 1946, 1966, 1980, and 1994. A similar blowout may be beyond the reach of Republicans in 2010, but stranger things have happened in electoral politics. They’ll lose nothing by trying.

GOP: Barnes is a wise man, and you should do what he says. Please.

Ayn Rand and Infantile Omnipotence

If you’re in the mood for something a little weightier than the ever-popular “righties stink,” check out this essay on Ayn Rand and Thomas Hobbes by Mary Midgley at The Guardian.

The basic theme is that both Hobbes and Rand wrote about the individual in relation to society, but came to opposite conclusions. Hobbes stressed the individual’s need for security, and he promoted the ideal of a strong commonwealth with a powerful sovereign at its head. Rand went in the other direction, warning of the evils of “collectivism” and promoting absolute individuality to the point of denouncing altruism as evil.

Hobbes’s ideas belonged to the age of the Sun-King, Midgley says, and Hobbes has little to say to us today about dealing with intolerable government. Rand, on the other hand, is still influencing politics. “Noam Chomsky has called her deeply evil,” Midgley writes. “This may seem like taking her too seriously, but we surely do need to take seriously the ideas that she stands for.”

This paragraph seems to me to be especially insightful:

What chiefly emerges here is surely how important it is, when we are confronted with these extreme and simple doctrines, to understand the guiding visions behind them and in particular, just what danger they aim to protect us against. Rand’s guiding vision is clearly what used to be called infantile omnipotence – the childish hope of total control – and her doctrines have great influence because that hope is still always strong in the depths of our hearts. The fear that haunts her is the fear of having to obey someone else. This fear, intelligently disciplined, does indeed lie at the root of our emphasis on liberty, but there is nothing to be said for erecting it on its own into a “heroic” stance of self-admiration.

I’ve long felt there was something both infantile and desperately fearful at the base of Randism. And for all their supposed admiration for rational thought, there is nothing rational about an ideology that denies the basic nature of humans and human civilization. We are social creatures who depend on each other and live for each other, whether we like it or not. Civilization may have come up with ways to make the interdependence impersonal, but we are still interdependent. Individual humans, isolated from other humans and from civilization, do not survive well.

So when a Randbot says, “I swear by my life and my love of it that I will never live for the sake of another man, nor ask another man to live for mine,” that’s both a scream of denial and a tantrum.

Leaving 20th Century Economics Behind

Eric Hobsbawm writes in The Guardian about the economic realities of the 21st century.

The 20th century is well behind us, but we have not yet learned to live in the 21st, or at least to think in a way that fits it. That should not be as difficult as it seems, because the basic idea that dominated economics and politics in the last century has patently disappeared down the plughole of history. This was the way of thinking about modern industrial economies, or for that matter any economies, in terms of two mutually exclusive opposites: capitalism or socialism.

This is exactly right, I think, but until a majority of our politicians and what passes for public intellectuals grasp this, our policies will drag way behind realities.

We have lived through two practical attempts to realise these in their pure form: the centrally state-planned economies of the Soviet type and the totally unrestricted and uncontrolled free-market capitalist economy. The first broke down in the 1980s, and the European communist political systems with it. The second is breaking down before our eyes in the greatest crisis of global capitalism since the 1930s.

The True Believers of both sides will argue no, no, no, pure Marxism/Free Market Capitalism has never been tried. But “pure” anything has never been tried. That’s the reality of our human condition. Any endeavor that requires human input is never pure. It will suffer some degree of corruption. Put together people, money, and power, and corruption is a certainty. That’s why any workable, sustainable model factors in corruption and makes some provision to keep it to a minimum.

That’s what the Marxists and the Ayn Rand culties cannot understand. Give all power to a central government planning authority, and you’re screwed. Give all power to an elite cabal of corporate heads, and you’re screwed. There has to be a way to reign in the power, to diffuse it, to oversee it and make it accountable to other power. That’s one reason the public and private sector need each other — to keep each other semi-honest.

The future, like the present and the past, belongs to mixed economies in which public and private are braided together in one way or another. But how? That is the problem for everybody today, but especially for people on the left.

From here, Hobsbawm talks about recent British history, New Labour and Thatcherism. But similar things go on here (is it the almost-common language?). Our Right has effectively taken itself out of the conversation (even though it won’t shut up) because it can’t let go of its old ideologies and aphorisms that don’t work any more. I’m not sure if what passes for a “Left” here is fully cognizant of the new reality, either.

But unlike the Right, the current Left has no one economic model that we all put on an altar and worship. At least some among us are looking hard at the current reality and thinking through solutions that might work in the real world, as opposed to solutions that make good sound bites and look good on a bumper sticker.

But a progressive policy needs more than just a bigger break with the economic and moral assumptions of the past 30 years. It needs a return to the conviction that economic growth and the affluence it brings is a means and not an end. The end is what it does to the lives, life-chances and hopes of people.

That’s something else that neither the Marxists nor the free-market Randbots ever understood.

Who’s Sorry Now?

Joe Conason has written some good articles at Salon lately, but Conason’s most recent article actually made me cry.

Like most of their continental neighbors, the nations of the north [i.e., north Europe, esp. Scandinavia] provide free or highly subsidized, high-quality child care that begins as soon as new mothers return to work. Nearly every child between the ages of three and six is enrolled in the public child care system, because it is staffed by well-paid and well-trained workers overseen by the national ministry of education. The results include not only better socialization and education of young children, but far lower poverty rates, especially among single mothers. And the security of European families is enhanced as well by the universal provision of decent old-age pensions and health care, which relieves the financial burden of supporting elderly parents while trying to raise children. So does free or low-cost university education.

Having raised two kids by myself, I remember the juggling act I did for years as a long, grueling ordeal of exhaustion, work and worry. For example, what do you do when a child is too sick to go to school and you’re out of work sick days? What do you do when the boss wants you to work late and the day care arrangement absolutely positively ends at 6 pm? I also remember that an upcoming school holiday meant I was spending hours on the phone (while at work, of course) trying to find babysitting. The cost of my son’s day care before he was old enough for first grade (I couldn’t send him to public kindergarten because it was only half day) cost thousands of dollars at a time I could barely afford to keep the electricity turned on.

Extreme example: I remember many years ago there were news stories about a mother whose child care arrangements had evaporated, so she kept her child in her car while she was at work. Her employer noticed she kept going out to her car, and checked it out and found the child. So there was a big scandal and much clucking about what a bad mother she was. But her perspective was that if she didn’t go to work she wouldn’t be paid and could lose her job altogether, and then what was she supposed to do? Our culture says that single mothers who don’t show up for work are bad people who just want to be on welfare. What were her alternatives? Frankly, she didn’t have any alternatives other than put her child at risk or lose her job, and none of the news stories picked up on that.

I’m not saying that keeping one’s kids stashed in a car is a good choice. It’s very dangerous. But parents are perpetually being put into these no-win situations in which they have to choose between job and children. Two-parent households may be more resourceful about it, but it’s still a problem. For single-parent households, really bad compromises are a constant reality. So sick kids get left home alone or left with babysitters of dubious character, and parents steal time from employers to take care of parent duties. It’s not so much how will I best take care of this, but who’s going to get the short end of the stick this time?

Well, I’ve ranted about that. Let’s go on.

Right wingers always get things backward. They see statistics that show unmarried people, especially mothers, are more likely to live in poverty, and their solution is to encourage people to get married. Like just about any struggling single mother wouldn’t be thrilled if a decent man she could care about popped into her life and wanted to marry her.

But my understanding of the sociology of thing is the other way around — people are not poor because they are not married; they are not married because they are poor. People hanging on to the edge of the economy by their fingernails live exhausting, chaotic lives that do not support stable relationships. And there is copious data showing that good marriages can come apart when a couple’s financial support collapses.

The Bush Administration sank $750 million into a “healthy marriage initiative” that did nothing whatsoever to relieve anyone’s financial burdens. Typical.

Jordan Stancil writes at The Nation that “the big meaning of the [economic] crisis for Europeans is the vindication of their ideas about how to run an economy.”

“I remember the days when American economists came to Germany and told us we had to privatize our community banks, that our small, family-owned industrial companies were not a strength, that we had to move closer to the Anglo-Saxon way of doing business,” Jens van Scherpenberg, an economist at the University of Munich who for several years led the Americas unit at the quasi-governmental German Institute of International and Security Affairs, told me. “If someone came here and said that today, the response would be laughter–sarcastic laughter.”

Paul Krugman keeps saying that Germany has some major economic problems that it lacks the political will to address, so their cockiness is a little misplaced. However, the social support Europeans receive from their governments means that the economic crisis is causing much less individual pain for Europeans than it is for us here.

This bit from Stancil’s article is fascinating:

Werner Abelshauser, an economic historian at the University of Bielefeld in Germany and a leading expert on differences in transatlantic economic cultures … argued that this is not about social justice; it’s about protecting skilled workers–the source of Europe’s competitive strength. He said this is in contrast to the United States, which doesn’t have, and never did have, as many skilled workers. “Production systems developed differently in each country,” Abelshauser said. “German industrialism always depended on high skill levels–and that was one of the main reasons for the establishment of the first social programs in Germany. It was not just about politics or social justice–it was about taking care of the skilled workers because they were economically valuable.” The profile of the US workforce was different, so American industry developed different production processes, ones that were suited to a lack of skilled labor.

It says a lot about our “every man for himself” mentality that we as a nation actually make it difficult for people to get job training and education beyond high school. You’re on your own to find the money and the time. I understand that in Europe there is much more support of apprenticeship programs that allow workers to learn advanced skills. Here, there are some vocational school-to-work programs, but they are always underfunded and mostly not taken seriously by either the education system or employers. Employers here may want skilled workers, but they don’t want to invest the money into training anyone. There are good apprenticeship programs run by the unions, but of course the Right has worked day and night to destroy the unions.

I’ve argued in the past that the Reaganomics-style, “free market,” unregulated economy we’ve been moving toward is unsustainable, and the only reason we haven’t crashed and burned a lot sooner is that the social/economic foundations laid by the New Deal and post-World War II programs kept us propped up. But now those props are just about burned.

For years the Right has predicted the European economies would collapse under the weight of “entitlement” programs like national health care and subsidized child care. From Europe’s perspective, it’s our — I should say, the Right’s — economic system that is unsustainable and sinking us rapidly.
